Not if you watched the game. How often does a team does not punched it in from the 2 yard line in 3 tries? A call came from the books not to score a TD.

0% chance. 49ers wanted to score that TD badly, they almost went for it. You don't give Herbert the ball down 6 with time left. 49ers were lucky though they were playing a chargers team on one leg. Chargers had no chance of winning this game, but they fought hard with what they had and gave themselves a chance.
