Here is the explanation from an employee at Florida's Secretary Of State:

"We have pinpointed where these complaint's have originated. It is Palm Beach County. Florida has a closed primary and no party affiliation. If you do not have a party... you do not get a ballot for a Democrat or Republican. So, voters received a local municipal ballot. And Donald Trump's name was not on the ballot."

But none of the other candidates are on the ballot either in that scenario.
