    Ottosen Post Office meeting draws interest

    About 30 people showed up at the Ottosen Commercial Club Monday night to fight to save the post office in the northern Humboldt County town of less than 100 people.

    The U.S. Postal Service was represented by JaNan O'Brien, acting manager for post office operations for Area 2, which includes all zip codes beginning with 505. O'Brien is also the postmaster for Fort Dodge.

    Also present was Angie Green. She is in charge of post office reviews and investigations when a possible closure or change in service is being considered. Green also serves as the postmaster in the town of Clutier in Tama County.

    Ottosen has a long history of postal service. Chris Ottosen established the first post office in 1895. Ottosen was officially incorporated as a town in 1896.

    Ronna Lounsbery was the last postmaster in Ottosen, serving from 1980-2007. For the past three years, the post office has operated with an officer in charge. That person is currently Kelly Streit.

    Green started the meeting by telling those in attendance that, "no decision has been made to permanently discontinue service at the Ottosen Post Office. It is currently under study."

    She said the Postal Service is required to look at all operations at any level to look for ways to streamline and provide efficiencies in operations.

    O'Brien said the figures people have heard about the U.S. Postal Service's finances aren't meant as scare tactics, but are real and are a very serious concern.

    "The U.S. Postal Service is losing $23 million a day," O'Brien said.

    "We receive no tax money. The Hawkeye District, which includes all of Iowa and a small portion of Illinois has reduced its number of employees by 20 percent. Seven districts in the country lost all of their jobs, and are merging with other districts," O'Brien said.

    She said the Postal Service isn't picking on small towns when looking at ways to cut expenses.

    "All operations at all levels are being looked at. Two stations in Des Moines and Sioux City, that are over $1 million units in terms of revenue, are being looked at," O'Brien said.

    "We realize the post office is the link of the rural community. It's where you stop and visit and pick up your mail," the post office supervisor said.

    Green explained her job is to review and investigate information, which is sent on to the U.S. Postal Regulatory Commission in Washington, DC. She explained that there are 56 steps that are looked at and evaluated in the process.

    Those steps include community use of the post office and community comments on the need for maintaining service through a local post office building.

    "The study is a nine-month process. In the beginning we get approval from the district manager. Then I gather information on things such as growth of the community, revenue of the last three years, the volume of mail - both incoming and outgoing, the cost of the alternate services considered, affect on postal personnel, community input and other factors," Green said.
