On that play it could have been called, but it was the refs choice not to call it. They don't call all of them, and I personally think it is a weak rule in the first place. Just my opinion

these announcers don't know the rules

they think anytime there's helmet to helmet contact there should be a flag

helmet to helmet is for defenseless receivers and for QBs, if a RB (or someone else rushing with the ball) lowers his head and the defender hits him with his helmet, that ain't a penalty.
