No you can give them all away but there is a rule against monetary transactions between posters. If a non-American is giving points to an American so he can buy Bitcoin and then split it with the non-American, that would be a violation. Might be hard to prove though.
It seems to me though that bets between posters would be monetary transactions as well now that Bitcoin is available but that has never been addressed as far as I know.
The biggest issue to be addressed is the chip dumping these guys did while they were "flipping". It seems that Fire would go all-in except for $1 dollar and then fold to ensure that Boooooooobs would win the pot. If they were doing this, then they should both get a ban.
