911 operators have a job to do and collecting all of that info is part of it, and what you don't know is she probably had sent the ambulance immediately, they do multitask. The ambulance most likely got toned out with an address within 10 seconds of the call being fielded
The reason she was asking questions is because the computer she is staring out is telling her what to say. She was ultimately going to walk them through CPR.
