98% of the time when someone goes apesh*t over a neighbor's barking dog, it's because the neighbor doesn't give a fuk about the well-being of his neighbors, not because the person going apesh*t is not otherwise a normal human being

if his problem is the barking dog, hopefully he will just blast music/construction noises at your house when you are trying to sleep or concentrate, you will get the point, and the two of you will be able to work something out

sounds like you just don't give a flying fuk if or how your dog is bothering anyone else while you aren't around, "they can just go fuk themselves, hey it's not my problem if i'm not there" which is typical of many dog owners
