? for scratch on pick 4

I won the first 3 races on a pick 4 ticket @ los alamitos last night and the 4th race was a scratch and my ticket was a loss. Can someone explain why? Why didn't I get a discounted win?

In the event of a scratched horse the player is given the post time favorite. If the post time favorite does not win then the ticket is a loser.
