Say the team total for a game is

    Over 4 -110
    Under 4 -110

Also assume that historically Hits/Run = 1.95 (ie. it takes 1.95 hits per run on average)

    Couldnt you just multiply 4 * 1.95 = 7.8

7.8 hits would be the expected average for this team, no?

Keep in mind a team total of 4 (with even payout odds on each side) doesn't translate to an expected total of 4 runs as the team total is a median, not a mean.
