I think Hawaii +13 at Colorado is a Lock

I'm not sure why Hawaii is +13 against Colorado, but this is a lock. Colorado is pretty bad, there is no way Hawaii loses by more then 13, and I see Hawaii winning this game fairly easily. What do you guys think? This spread seems wrong.
