College Teams: If Cincinnati and ND end up with 1 loss each?

Does Cincinnati make the playoffs because of beating ND? Or will they find some way to make ND get in, if possible?
The announcer yesterday kinda wavered in his answer. Sounded like just pushing for more teams in the playoff..LOL!
