I think it’s like going for the small time dealers to catch the bigtime drug lords. They might go for the people watching the streams to go after the streaming sites.

Sounds a bit sketchy

Formula1 have tried harder than any other sport I know of to stop it and that hasn't worked apart from stopping word of mouth marketing by killing all clips on youtube with even a minute of FIM owned coverage in them. Which as a fan appears to be nothing but counter productive to them.

100% agree. It's just a scare tactic. No judge signed off on warrants that would be needed to tap a phone line and enter a home.
