The man was detained, and police have ordered media and bystanders to clear the area as the large black backpack is investigated.

Can almost guarantee you either the city or state or the feds have a law stating it is illegal to cause a chaotic scene in a public area, such as yelling fire in a movie theatre or something similar.

Also, its potentially an act of terror, law/rights do not apply, we can lock the dude up in a bottomless pit for quite a while.
