Depends which book you use, I use Bet365 and you do have the option to 'action' your bet with runlines.You can't bet "action" with +1 1/2 lines, you can usually only do that on M/L bets.

I can see odds moving significantly on run line when a pitching change happens.

If you bet listed pitcher then the listed starting pitchers must start otherwise your bet will be void and the book give you your money back.
