What they should do is enforce a rule enacting that if the player retires, he/she must get checked by a medical doctor to verify their is an actual injury or something of that nature that would excuse a player from actually retiring... If the player is found to have nothing wrong with them and only retired because they couldn't handle the pressure of being down a considerable amount and losing, they should be penalized.
