I suspect the UK Gambling Commission and IGAS can't help you because Melbet didn't have a license anywhere. They're not listed as a current or former license holder in the UK and they don't even mention having one on their website. Also that Melbet company in the UK dissolved on June 3rd of this year according to what you posted above and they never filed paperwork in the year and a half they were a registered company so the chances of finding any information about them from those sources will be slim. They appear to be a Russian site so you're probably better off searching for info from Russian authorities or forums to see if you can track them down.

They're probably working online because there's no one really to stop them or no one at least knows to. They were never registered in the UK and their company is dissolved so the UK can't do anything/doesn't care. They're not saying on their website that they're licensed in the UK... they just provide services in English. I'm not familiar with how it works in Russia but from that page you linked to the first paragraph says this in Google Translate:
