Thats how locals work.
Not everyone is looking to be the biggest book out there
Ive never looked into what is required to receive an invitation but I guess that would have biggest effect on the business model.

You should call them if you've gotten one recently. It was probably a $500 cash account. I originally chucked mine because I didn't want to deal with the rollover, but I pulled it back out and ended up turning $500 into about $3,000, which they paid me promptly.
