Yes they are. I've dealt with them for many years & NEVER had a prob. I saved a screenshot of the Stanley cup finals the last time Detroit won---have a look:
I had close to 32k on this wager alone (I won it as well
) & rec'd payment no prob.
Personally, I've had over 35k in there and was well treated. The only thing that I did not like was the delay in getting cash sent back to Canada (5 - 10 bus days to have the $$$ wired into your bank acct).
BUT, after looking at how the 'Sports books' operate, I'm thinking very seriously about going back. Their selection is immense, & the odds come from another human being, not a bookmaker.
I would highly recommend them.

Safer then banks if you are talking about bankruptcy, but Betfair account is protected only with password...
