On May 8th, 2012, SBR reported that a Cashpoint (SBR rating C-) player submitted a payment complaint. The player claimed a €291 Moneybookers payout requested five days earlier had not been paid, and that the time-frame for payment was one business day. For some reason the amount I was allowed to withdraw was set to 0.
I still haven't got a clue why they did this, but with the help of SBR this problem has been solved and I have received my full balance.
