Neither Moneybookers nor Paypal will allow US residents to fund gambling entities

    ok, sorry
but it seems what you should be asking is how to establish a residential address outside of the US ?
and there's another very recent thread discussing that issue in this forum

i think you would have to move physically, not just open an account with another address and then place your action from the u.s , betfair won't allow it and neither will moneybookers allow you to transfer from a computer in the u.s. I don't know that much about computer's so maybe there are ways to use other networks

I don't know if this helps, but the verification* in moneybookers can be done in three different ways. One is through uploading funds via a bank account, which has to be in the same name as yours, the second is to have a letter sent to your address with a code that you fill in on the website. The third is uploading funds via a CC that has to be issued in the country of where your supposed address would be.

I put a * next to the verification because that kind of verification only raises your limit of transactions from around €1000 to €5000 in any ninety day period.

But they also carry out random security checks where you have to send in a picture of your passport and proof of address (gas bill, bank statement etc).

Thanks Carloschihuahua I can get moneybookers verified two ways out of the choices that you listed which will be the address verification or uploading funds with a virtual cc but my next problem will be depositing and withdrawing from the account I would still need some help from someone in the UK

You also have to pass BF KYC process. If they find you are breaking their rules they'll take your balance and not return it.

My Moneybookers account is currently frozen. For their address verification, they are requiring a utility bill or a bank statement mailed to your address.

Best way to do it is ask a friend in a MB/NT friendly country to set you up with a bank acct or CC in their name.

I think your biggest problem would be if they decide to make a security check on you, as you will need to send them a picture of your passport, and photoshopping a passport is both very hard and illegal.
