    Why can't they make it such that the player who's fouled will be the one who takes the penalty kick? Refer to the NBA and free throw shooting.

    i believe that's because the fouls in soccer (not those faked) are much sever (brutal if you like) than those in basketball.

    This same player is a ridiculous idea and completely impractical. For example if a player is 1v1 against the goalkeeper a player coming from behind can foul him to stop a goal. In your scenario he now has an incentive to foul the player hard and injure him so he cannot take the kick/can't take it as well as if he wasn't fouled hard.
    Now if you change the rules again and say an injured player doesn't have to take the kick then people will just pretend to be injured so the best player at penalty kicks will take the kick.

    The idea proposed is not thought through at all and would somewhat encourage hard fouling to injure players. Not to mention the current rule is absolutely fine and doesn't need changing...
