leanign towards tottenham as they've done decent this year, haven't heard much about the other team. anyone have opinions on this game?

Tottenham are definitely taking Europa League serious, I've noticed it betting on em/ watching em during group stages. They've done well cruising through opponents and now they're under a new manager and re-formed team which is is doing way better than it used to. Tottenham has a very good value here. Dnipro havn't played a league match since end of last year so they might slack off a little.
