With Oil I'd go for the roast on open flame approach but.....

Julienne soak in a bit of white wine and saute them up with a lightly buttered pan and season to taste.

Bell peppers alone? If you are sauteing meat you can render out some fat first... Otherwise maybe quarter them and roast in the oven at a high temp.

Salt and pepper some water and red wine. Mix in a little bit of soy sauce. Saute some shallots before you put in the peppers. Add peppers, serve over brown rice.

You know if you roast them big....you should be just rubbing a little oil, any kind of oil on the outside of them. Not much.

You need to have oil in your house to cook with. It depends on what else you are making, but If I had bacon I would def cook it and use a little of that grease to use in the pan but dont burn it. Good luck. Oil is a must.

Biggie, Do you have a Grill? Grilling bell peppers is pretty easy, also you could do "tin foil" packs, and mix in a ton of other veggies with it. You mix in some real lean steak with that and you've got yourself one hell of a meal that low fat, high protein, low carb, and damn good.
