The states that are party to the Rome Statute have not yet reached consensus on the definition of and punishment for aggression. Until they do, the ICC is unable to prosecute individuals for acts of aggression.

What about Russia closing off all roads into Ukraine and forcing any evacuation to occur towards Russia?
I get the situation isn't all black and white, and that there are discrepencies and there a complex mix, but when hospitals are faking that infants are so sick they can't be moved, and are putting ventilators next to the infants so Russina SOLDIERS won't take them away, the reality really is unpalatable, it would appear.
