Manhunt for 2 Cops Who Kidnapped Children Tragically Ends With Cops & Kids Shot to Death

Cockeysville, MD — Earlier this week, two disgraced cops kidnapped two children, ages 6 and 7, before carjacking a woman and going on days long violent crime spree. The incident sparked a massive manhunt which ended in a tragedy Thursday night. During a traffic stop, both disgraced cops and the kidnapped children were killed.

During a press conference on Thursday, Elena Russo, a spokesperson for Maryland State Police, stated that all four of them had been shot. One child was still alive at the scene but after being medivacked to a local hospital, she was pronounced dead.

It is unclear who fired the bullets that killed all four occupants, but state police claim an investigation is now underway.

Maryland Gov. Larry Hogan referenced the incident in a statement on Twitter Thursday night, calling it a “horrific tragedy.”

According to police, disgraced and recently fired Baltimore County police officer Robert Vicosa and suspended officer Tia Bynum set off a massive manhunt this week. Police said Vicosa kidnapped his two children at gunpoint after violently attacking his ex-wife.

“She was assaulted there violently, and she was there for over 24 hours, possibly more. She reported to us there were guns involved — multiple guns, multiple calibers, long rifles and handguns. There was some drug use going on at the home,” York Area Regional Police Lt. Ken Schollenberger said, urging Vicosa and Bynum before they were killed, to “Do the right thing” and bring back the children.

Sadly, however, that did not happen. Instead Vicosa and Bynum launched a crime spree, carjacking a woman, kidnapping a man, and nearly killing another woman while stealing her camper and using it as a hideout.

“It was very terrifying,” the victim who owned the camper said. “He came out of the camper and he had a towel wrapped around him … He had the gun on me. I stood right there and I (held my hands up) … He wanted to tie me. ‘Anything in the camper to tie you up?’ I said, ‘No, I don’t.’ I said, ‘Take my car’ (and) got my keys, gave them to him.”

“The way it happened is unbelievable. He drove that car through the woods and brought it up along here and in the canal he went,” said the woman’s husband, Ron.

During the situation, Vicosa reportedly told the woman that he didn’t like the way the girls’ mother was treating them, before he left the woman alone with his two daughters to get his phone from the car that was partially submerged in the nearby canal.

“I thought, ‘What am I going to do?’ I thought, ‘OK, I have a shotgun.’ So, I loaded the shotgun and I came up to the little girls and had the shotgun to the side. I said, ‘Is your daddy going to hurt me?’ She said, ‘No, my daddy is nice,'” the woman said.

The woman then left the children outside and ran in her house and locked the door. Vicosa then left in the woman’s car.

“We are worried about the kids. That’s the sad part, the girls, you know? What’s going to happen, you know?” Ron said.

Unfortunately, less than 48 hours later, we know exactly what happened to them.

According to police, officers attempted a traffic stop once their vehicle was spotted on Thursday night. During that attempted stop however, the car ended up running off the road before stopping on a fence line.

    According to CBS Baltimore:

"Russo said state troopers were unable to make contact with anyone in the car. Around 2:30 p.m., crisis negotiators made another attempt but were unsuccessful. Responders reportedly couldn’t make out what was happening inside the car because of a 'thick layer of smoke' in the interior.

Police opened the passenger-side door and found a female driver in the front and three passengers, a man and two children in the back, all with apparent gunshot wounds."

Police refused to say whether or not they exchanged fire with the vehicle or if they even shot.

Tia Bynum was in the front seat of the car and Vicosa was in the backseat with his two daughters. Police said all four of them have been transported to the Office of the Chief Medical Examiner in Baltimore for autopsy.

“This is a complex incident. It is going to take time,” Russo said. “We are really working hard to understand what occurred.”

If police were the ones who killed these two children during the standoff, it would not be the first time this happened. In May, we reported on a similarly tragic kidnapping story in which police opened fire on a car, killing both the father and the infant inside.

Officer Joshua Laber Arrested for DUI While Facing Sex Crime Charges

Former Rochester Police officer Joshua Laber has been through the revolving door at the local jail a few times in recent years. His most recent troubles began in March of 2020 when he was charged for having a "significant relationship" with a minor under the age of 16 until she told police about it. She also said that Laber put a camera in the bathroom when she was showing, so investigators got a warrant for his computer which contained child pornography. He was released on a $40,000 unconditional bail. Then in May of this year he was charged with witness tampering for trying to get his victim to change her story. He was released on $20,000 bail. This past weekend he was arrested for drunk driving, obstruction of justice, and assaulting a police officer after crashing his vehicle, running away, leading officers on a short foot pursuit, and kicking an arresting officer before blowing a .19.

According to the Olmsted County website, Laber is currently incarcerated pending arraignment on his new charges at the Olmsted County Adult Detention Center. We hope that the judge will not grant bail so easily this time. We would say we were shocked to see an accused child molester like Laber make bail so easily and get so many second chances, but it happens all the time, especially when the accused is a current or former police officer. Even when a cop leaves the force he is still a part of that fraternity.

Laber resigned from the Rochester Police Department for unknown reasons in 2015. In 2017, Laber was convicted of violating a domestic abuse protective order in Olmsted County (case number 55CR168775).

According to public records, Joshua Paul Laber is a 44 year old resident of Rochester, Minnesota. His last known home address is xxxx xxxxxxx xxxxx xx. We are exempting Laber from our usual courtesy of censoring home addresses of police officers because he is charged with sex crimes involving a minor. That enough is enough for us to post a home address, but on top of that he has demonstrated himself to be a danger to his victim as well as the community while on bail. We hope that by posting his address that parents will know to keep their kids away from that location and the rest of the community will exercise caution in the area. Please do not use this information for any unlawful purpose.

Holyoke, MA — Those who are paying attention to the ever-expanding police state in the land of the free know that the system is set up in such a way that it protects bad cops while punishing the good ones. The following example of Holyoke Police Officer Rafael Roca calling out corruption in his department and being immediately suspended for it, proves this point perfectly.

Roca took to YouTube this week to expose outright criminal activity throughout his department starting with Holyoke Police Chief Manny Febo, who Roca called a “dirty cop.”

In the video, which is 43 minutes long, Roca made multiple accusations including missing guns, racial discrimination, covering up criminal activity in the department, including “cops beating their wives,” and asked for an investigation by the FBI.

“I talk to citizens. I talk to retired Holyoke police officers. They all say the Holyoke police department has been corrupt for as long as they can remember … as long as anyone can remember,” said Roca.

In the video, Roca said he’s had a target on his back since he called out corruption back in 2016 during a DUI stop. During the stop, Holyoke Police Sgt. Jorge Monsalve opted not to arrest the person driving drunk — a Holyoke Fire Department lieutenant — and drove him home instead. While this type of discretion is often warranted, it’s what happened next that made Roca question the integrity of his fellow brothers in blue.

After Monsalve brought the lieutenant home, Roca later spotted the man speeding by in the car he agreed to leave behind. The firefighter then led police on a high speed chase, blowing through a stop sign and endangering everyone on the road. When he was finally stopped, the fire lieutenant was not arrested nor charged with a crime.

Nothing happened to the officers who witnessed the crimes and failed to act.

According to a report from MassLive, the other allegations are as follows:

"Roca’s video vaguely references overtime abuse, nepotism and favoritism within the department, calling out to supervisors — though not by name — who lied about lost or stolen police-issued weapons.

One occurred in 2011, in a case in which Sgt. John P. Hart was suspended for five days and ordered to pay the department $2,000. Police said the weapon and its ammo were in a plastic case that slid out of the back of his pickup truck.

Police later found the weapon thanks to an anonymous tipster who found it in an alley while Mayor Alex B. Morse was doing a ride-along in a cruiser. But in his video, Roca claims the gun was stolen from Hart’s home while his son was hosting a party. Roca claims the tipster had been arrested and knew where the rifle was, offering to recover it in exchange for consideration in court.

“So then they ‘found’ the rifle … BS, BS, BS,” said Roca, who frequently rifled through notes he made for the video.

He also told viewers of another, unnamed police officer who had “guns and equipment” stolen along with his car. The car was recovered, the guns and equipment were not, according to Roca."

After posting the video, the department demanded Roca pull it down. A police captain called Roca the day after he posted it to make the demand.

“He said: ‘The chief saw your video and he’s ordering you to take it down,’” Roca recounted. “I said I’m sorry but, respectfully, I refuse to take it down.”

That was on Sunday. On Monday, Roca was suspended for violating the department’s social media policy, which bars officers from criticizing the department on social media platforms.

“Yeah they didn’t waste any time. They took my gun and my badge and kicked me out of the email system,” Roca said during an interview with MassLive on Monday. “I’ll probably lose my job, but I’m good. I stand behind the video and what I said in it.”

Roca explained the union and the chief are both demanding he resign by Thursday and “this would all go away,” he said. But Roca has no such plans.

“It would be just like I was never a police officer at all,” Roca said. “There’s no way I’m going to resign.”

When contacted for a comment, the chief released the following canned statement.

“The Holyoke Police Department is aware of the video posted by one of our officers. This is a personnel matter that is being looked into at this time. I stand by the integrity of the men and women of the Holyoke Police Department and I welcome any outside agency that would like to look into any of the alleged allegations from the video,” said the chief.

The FBI could neither confirm nor deny whether or not they are looking into Roca’s accusations.

Cop Convicted of Raping & Assaulting Women Gets NO JAIL — Judge Claims Victim had No Psychological Injury

Baltimore, MD — As the Free Thought Project reports on a regular basis, police sexual misconduct is not rare. Hundreds of officers are accused and prosecuted every year with many of them receiving slaps on the wrist. To highlight this point, we can look at the case of disgraced Baltimore police officer, Anthony Westerman — who was convicted of multiple counts of rape — and will not be going to jail.

Westerman, 27, was convicted in August of two counts of second-degree rape, third- and fourth-degree sexual offense and second-degree assault of a 22-year-old woman in October 2017. In addition, Westerman was convicted of second-degree assault of another woman in June 2019.

Westerman attacked one woman and raped another and because the judge in his trial claimed that there was no “psychological injury” in one of the cases, he threw the 15 year recommended sentence out and instead opted for a slap on the wrist.

Baltimore County Circuit Judge Keith Truffer suspended all but four years of a 15-year prison term and ordered the officer to serve those 4 measly years with an ankle monitor — in the comfort of his own home.

Baltimore County State’s Attorney Scott Shellenberger said in a statement to NBC that the sentence was “not appropriate” for a police officer, who “should know as well or better than others the reprehensibility of such an act.”

“Which means this defendant, who has been convicted of second-degree rape, will be serving the sentence in the privacy of their own home and that was certainly not something we were expecting or looking for,” Shellenberger said.

“Which means this defendant, who has been convicted of second-degree rape, will be serving the sentence in the privacy of their own home and that was certainly not something we were expecting or looking for,” Shellenberger said.

Originally, Westerman had pleaded not guilty to all the charges and took the case to trial where he was found guilty based on the evidence.

This convicted serial offender was arrested in 2019 after two women accused him of rape. In one case from 2017, a woman said that after she drank too much, Westerman offered to arrange an Uber ride home. She later told police that she passed out and awoke to him raping her at his house.

The cop’s attorney claimed that since both Westerman and his victim were drunk, there was no crime.

Despite being raped by a cop and going through the nightmare that is reporting and surviving a rape, the judge — without merit — claimed that one of his victims didn’t suffer any psychological damage, so Westerman didn’t deserve the 15 year sentence. The judge claimed that since there was no letter from the victim’s psychologist presented by the defense that there must have been no harm.

This was a point disputed by prosecutors.

“The victim did tell everyone — she has been in counseling ever since this incident happened, so I didn’t really think there was dispute about the fact that there was psychological damage, but candidly we didn’t have a letter from the psychologist, but we very often don’t and it really was not a dispute that she has been, in fact, in counseling,” Shellenberger told WBAL.

“You can’t be raped and assaulted like that without suffering terrible trauma,” Dorothy Lenning, with the House of Ruth, said.

    We agree.

Sadly, however, because even the vilest of officers are extended blue privilege for their horrific crimes, Westerman will continue to victimize these woman as they will always know he avoided jail for what he did to them.

Cops Watch Robbery Unfold in Front of Them, Do Nothing as Criminals Get in Car, Drive Away

San Francisco, CA — In San Francisco, as TFTP has reported, a string of flash robberies and burglaries has plagued the city for months. As we reported earlier this month, even the police themselves were caught taking part in the robberies. As recently released surveillance footage illustrates, with cops like the ones in San Francisco, it’s no wonder crime is running rampant throughout the city.

Police are now attempting damage control after several of their officers were seen on surveillance footage parked outside of Bay Area Safe Alternative dispensary and did nothing as three unarmed men broke into the building and looted it.

As the video shows, the officers clearly knew they were watching a robbery as they shined their light into the building, exposing the burglars inside. In fact, they were called out there by a neighbor who reported the alarm going off.

Instead of attempting to stop the crime in progress, cops simply sat there and watched as the burglars loaded up their vehicle.

It looked as if the officers were actually running cover for the burglars rather than acting as police. In a near-comical fashion, the burglars calmly got into their car, conducted a three-point turn and drove away. None of the officers followed.

The owner of the store, Tariq Mizyed Alazraie said he’s been broken into five times in recent months and every time he calls, police respond but do nothing. He said this video, in particular, has him angry as it appeared as if the cops were running cover for the burglars.

“This one it really made me angry,” he said, according to the San Francisco Times. “It was only one car, it was three people, they had no weapons. But for the observer if you watched what took place, you would think the police were in on it. It was just weird, it would make you angry when you watch it.”

The times interviewed experts about what unfolded in the video, and according to their article, the experts are “baffled.”

"Police who responded to the burglary “certainly had sufficient numbers and sufficient resources to intercept the burglars, and they’re not doing it,” former Boston police Lt. Tom Nolan said Wednesday. He found the officers’ conduct perplexing and offered a technical term to describe it — “nonfeasance, or failing to take action when you’re legally required to do so.”

Nolan also wondered if a supervisor was directing the response, since the specter of “all of them conspiring … to just pull back seems less likely than them taking direction from some supervisor.”

Alazraie has since filed a complaint with the Department of Police Accountability, an independent agency that investigates police misconduct and turns in their findings to the Police Commission. The DPA said the investigation is underway.

The Chronicle reports that nearly half of all the complaints, 40%, against the San Francisco police department since June have been for “neglect of duty” — meaning cops are essentially refusing to do what they are getting paid to do.

This incident highlights the problem with police in America holding a monopoly on security. The have no incentive to do their jobs correctly or with honor as they get paid either way and you have no choice because there is not an alternative.

Why risk having to show bravery or do what your paid to do when there is a very slim chance you’ll be fired or face any repercussions at all? Why worry about pleasing the taxpayers as they are forced to pay your salary regardless of how well you do your job? Why even do your job, knowing the citizens have no choice but to pay you anyway?

Sewall’s Point Police officer accused of sexual misconduct with minor

Report claims he went to Stuart park for sexual relations with 15-year-old boy.

    LARRY D. CROOM, COO/CONTENT DIRECTOR

A Sewall’s Point Police officer was arrested Tuesday after being accused of sexual misconduct with a 15-year-old boy.

Juan Antonio Garcia was taken into custody by Martin County sheriff’s detectives at a local park after he showed up planning to meet the victim, a sheriff’s office report states.

The meeting at the park took place after several long messages sent back and forth between the minor and Garcia, and then Garcia and a deputy posing as the boy. After being arrested, Garcia admitted that he came to the park to have sexual contact with the minor because he was “horny,” the report says, adding that at one point Garcia was on duty in his patrol vehicle when he sent messages to the boy.

Martin County sheriff’s deputies got involved in the case Monday when the minor’s father reported the incident to them. The father said he had looked through his son’s cell phone and found the messages. He said the two met about five years ago when his son was in the Cub Scouts with Garcia’s nephew, the report says.

The father also said that his son had worked with Garcia as a cook, presumably on a taco truck he owns. He said Garcia had stopped coming to pick his son up and the boy had stopped going to work, so he wanted to see if there was some kind of problem between them, the report says.

The deputy interviewed the victim at Martin County High School and took over handling the messages coming from his phone. The victim said their initial messages back and forth were professional, but then they turned sexual in nature and were not “cop like at all,” the report says, adding that Garcia on multiple occasions asked the victim if he wanted to go to a known nudist beach.

After deputies took Garcia into custody, they looked through his phone and he admitted to knowing that the victim was underage and to soliciting and asking numerous times for sexually explicit images and videos. He told deputies he was “stupid and made a mistake,” the report says.

According to Garcia’s LinkedIn account, he lives in Stuart and has worked for the Sewall’s Point Police Department since December 2016. He also lists himself as a business owner, a “young entrepreneur” and the owner of “Mi Cabana Taco Truck” since January 2015. Garcia also lists himself as a notary and claims to have received an Associate of Arts degree in criminal justice/safety studies from Indian River State College and a business technical certificate from Indian River Community College.

After his arrest, Garcia was placed on unpaid leave from the police department and held on $750,000 bond.

There is direct correlation between raping/child molesting and pig culture - the majority of cops being charged with child molesting/rape is alot higher than compared to rest of population.

It's disgusting that people we are supposed to trust and have the upmost respect for would commit such atrocities. And then theses same pigs are allowed to resign most of the time and avoid criminal charges and prison.
