    "We have received inquiries over the past few days related to an arrest made by our Officers. We are releasing a narrative and body cam video to address concerns that some have raised.

    On February 16, 2021, at approximately 10:47 p.m., police dispatch received a Welfare Concern call where a caller stated that a black male subject wearing a short-sleeve shirt and shorts was walking down Hedgcoxe Road and was stumbling. Responding officers located the subject, and although he was wearing a short-sleeve shirt, he did have long pants. Temperatures at that time were in the teens, with snow and ice on the ground. Concerned for his welfare and the possibility of the subject being in a mental crisis, delusional, or impaired, the officers attempted to contact him. As the officers continued to speak with the subject, he continued walking away from them. Officers repeatedly told him they were there to help him. The officers followed him for quite a distance when one officer advised over his vehicle PA system that we needed to speak with him and could offer him help.

    The subject continued walking away without acknowledging the officers. Officers exited their vehicles and attempted to speak with him. When asked where he was going, the subject replies that he is going home as he continues to walk. Officers ask where was his home and he does not answer. One of the officers stands in front of the subject to block his path while another officer tells him he is being lawfully detained for the violation of Pedestrian in the Roadway as he was seen walking in middle of the street. After being told he was being lawfully detained, the subject responded with “no” and attempts to walk around the Officers. Officers then attempted to place the subject in handcuffs. While doing so, the subject resists their efforts to handcuff him. After being handcuffed, the subject was placed in a police Tahoe and transported to the Plano City Jail. The arresting Officer noted in the arrest report that although the subject committed the Class B misdemeanor offense of Interference with Public Duties by resisting Officers efforts to detain and handcuff him, the Officers elected to only charge him with Pedestrian in the Roadway, a Class C misdemeanor."

    Horrifying Video Taken By Child, Shows Cop Choke Mom Unconscious, Attack Children

    Portage, IN — If you have never Googled the phrase “40% police” then you may not know that multiple studies have shown that police officer families experience a rate of domestic violence far greater than the average family. The phenomenon of wife beating cops has been a stain on the thin blue line for decades, backed up by countless news stories, many of which are horrifying in nature. The following case is a telling reminder that 40 percent of police officer families reportedly experience domestic violence.

    Crestwood police officer Dino Anthony Pavoni, 38, was arrested last year for choking his wife until she lost consciousness in front of their children at a northwest Indiana campground. One of his children filmed the incident which served as evidence in the wife-beating cop’s arrest.

    A person claiming to know the family says that the chief of police is now censoring the video and he has uploaded them to YouTube to make sure they do not get completely suppressed.

    Pavoni has been charged with one felony count of strangulation, three felony counts of domestic battery and one misdemeanor count of interference with the reporting of a crime, according to an arrest report from police in Portage, Indiana. He has a court date for April 5, 2021.

    According to the source — despite the existence of the horrifying video — Pavoni is still gainfully employed with the Crestwood police department.

    As the Chicago Sun Times reported a the time:

    "Officers were called for reports of a disturbance at 3:08 a.m. May 17 at the Lakeshore Camp Resort, 5300 Old Porter Road, according to police records. Investigators learned Pavoni got upset and began yelling at his wife, 39, after she woke him up to ask for help closing the awning of the trailer they were staying in.

    During an ensuing struggle, Pavoni allegedly hit one of his children with a door before hitting his wife, knocking her to the ground inside the trailer and choking her until she lost consciousness, according to police. The three children witnessed the attack and one of them recorded videos of it while another called police, the report says.

    During an interview with a Portage officer, Pavoni denied hitting his wife and claimed she attacked him before having a seizure and falling to the ground, according to the report."

    After lying to the cops about his wife having a seizure, his child pulled out the video and showed it to cops. He was then arrested on the scene.

    His daughter also told officers that Pavoni shoved her through a doorway where he slammed the door on her arm over and over. This is all evidenced by the newly leaked video.

    According to the source close to the family, he says he has been blackmailed by prosecutors for sitting on the video of the incident. He was reportedly threatened if he released it but has done so anyway.

    WATCH: Arizona Male Cop Sics Dog on Handcuffed Man after he Insults Female Cop

    Shane McGough told a female cop, "F_ck you and your stank-ass p_ssy" before a male deputy unleashed the dog to attack.

    It's been almost two years since the Maricopa County Sheriff's Office determined one of its deputies did nothing wrong by allowing his K9 to maul a handcuffed man for more than three minutes inside a jail cell.

    But it's only now that we are learning of the decision because the agency made no attempt to go public with it. However, there is very little credibility in a case when cops investigate themselves so we should not be surprised.

    After all, it was Shane McGough's words more than his actions that prompted a deputy to sic his dog on him.

    McGouogh had been arrested earlier that day for trying to stop a deputy from searching his friend's car without probable cause after an afternoon of tubing down a river.

    The deputies were also upset that one of them ended up with a broken leg while trying to arrest McGough during the initial interaction whose attorney describes as a "freak accident."

    Once they had him in a jail cell, McGough continued to question why he had been arrested when U.S. Forest Service officer Kelly Fleming briefly wrapped her hands around his neck after accusing him of kicking her (which is not caught on video).

    "Bitch, f_ck you," McGough says. "F_ck you and your stank-ass p_ssy."

    That was when the deputies threw him on the jail cell floor, allowing the dog to bite him for more than three minutes.

    The incident took place July 15, 2017 after McGough and friends spent a day tubing down the Salt River east of Phoenix.

    At one point, the group of friends got into a verbal argument with a taxi driver who accused them of striking his car with their car which drew the attention of a pair of deputies.

    One of the deputies opened the door to McGough's friend's car, spotting a gun in the side pocket of the door – which is legal in Arizona – prompting McGough to intervene, telling him he had no right to search the car.

    That led to deputies pouncing on McGough, resulting in Maricopa County sheriff's deputy David Crissinger deputy breaking his leg. Then once they had him in the jail cell, they had trouble removing the handcuffs because a key broke inside one of the cuffs. Eventually, they used bolt cutters but only after they allowed the dog to attack him for three long minutes.

    According to the Phoenix New Times:

    "According to MCSO incident reports, Deputy Michael Finney opened the driver-side door of a truck owned by McGough's friend and saw a handgun in the map pocket of the door. McGough stepped in between Finney and the truck, stating that the deputy had no right to be search the vehicle, deputies claim. Finney then tried to arrest McGough. In response, the reports state, McGough hit deputies before he was tackled. Deputy David Crissinger, broke his leg during the takedown. McGough's attorney contends that the injury was a "freak accident." (Crissinger filed a lawsuit against McGough in June 2018 that is still proceeding in county court.)

    McGough was handcuffed and detained in the back of a patrol car and driven to the Lake Patrol substation. Deputies claimed that while in transit, McGough moved his cuffed hands to the front of his body — a move that officers would later cite as a justification for the dog attack. At the facility, McGough was walked to a holding cell while repeatedly asking officers why he was being detained. Eversole, the K9 handler, followed close behind and brought the dog, Shadow, into the cell.

    Body camera footage of the incident shows Deputy Alden Jackson trying to unlock McGough's handcuffs. McGough appeared to try and stand up, but was pushed back down while Eversole unsuccessfully tried to order Shadow to bite McGough. Kelly Fleming, a U.S. Forest Service Officer who was in the holding cell, grabbed McGough by the throat and told him to "calm down," prompting McGough to respond, 'Bitch, f_ck you.'

    Deputies claimed in reports that McGough was "fighting," trying to use his handcuffs as a weapon, and had kicked officers. McGough's lawsuit characterizes these claims as lies."

    McGough was charged with four counts of assaulting an officer and four counts of aggravated assault. He ended up pleading guilty to aggravated assault on an officer, serving six months in jail.

    Shaun Eversole, the deputy who sicced the dog on McGough, has since been promoted to sergeant. Crissinger, the deputy whose leg was broken, has filed his own lawsuit against McGough which is still pending in county court.

    Pulling a gun on a citizen and threatening to kill them only gets this pig suspended from duty with pay, AKA a paid vacation. Would a regular person who isn't a pig only be sent home from work with pay and have no charges filed for the same actions as this blue zero hero? Laws for you, but not for blue. The jackboots say they are investigating themselves, but we all know how this usually goes.     The Harris County Sheriff's Office said it has suspended the deputy but it has not released his name.

    A Texas motorcycle cop escorting a funeral possession pulled a gun on a motorist who had stopped in front of him to avoid striking another motorcycle cop in front of him Monday afternoon.

    "Do that shit again, I'll f_cking kill you," said the Harris County sheriff's deputy while pointing his gun at the driver as the passenger recorded the interaction.

    George Dickerson said he had pulled onto the freeway while a funeral procession was talking place in the inside lane. He said he pulled into middle lane in between two motorcycle cops who were escorting the funeral procession.

    But the cop in front of him came to a stop so he stopped his own car which was when the motorcycle cop behind him became enraged and pulled his gun.

    According to ABC 13:

    "'I was terrified,' Dickerson said. 'I had a gun to my face. He's threatening to kill me because I stopped my truck. I didn't want to hit this guy. I stopped my truck and he is threatening to kill me because he thought I did it intentionally, I guess.'

    Dickerson said he was driving his work truck at the time and was not armed. Both he and his colleague said they thought about the encounter into the night and Tuesday morning.

    'He's trained to handle himself, as well as people on the street,' Dickerson said. 'You would think his training would help him to not have that road rage. That's not something you do every day - is threatening to kill somebody. If I threatened to kill somebody, I would go to jail. If I held a gun to whomever and said I'm going to kill you, that's a terroristic threat.'

    'I know they are not all like that,' he said. 'There are just a few and everyone else is amazing.'"

    Dickerson is understandably shocked over the incident but is naive to believe this is a result of one bad apple and that "everyone else is amazing" because cops like that tend to remain protected by the system.

    The Harris County Sheriff's Office said it has suspended the deputy with pay but has refused to release his name which should be public record. It is also asking the public to contact its internal affairs department with information but internal affairs departments are notorious for protecting the worst cops.

    Justice? NO JAIL for Cop Who Pleaded Guilty to Strangling His Wife

    Fort Wayne, IN — All too often, in the land of the free, police officers are caught and even found guilty of horrific crimes but avoid accountability. Even when police officers plead guilty to these crimes, as the following case illustrates, their blue privilege allows them to avoid the inside of a jail cell.

    In October of 2020, Fort Wayne police sergeant Boyce J. Ballinger, 48, was arrested for strangling his wife in a drunken fury. According to police, Ballinger and his wife had just returned from a party when his wife questioned whether or not he had too much to drink. This set the woman-beating cop off.

    Court documents detail what unfolded next. After Ballinger’s wife asked if her husband had anything other than beer to drink, the police sergeant snapped, jumped up off the couch and threw his wife into the wall.

    According to the document, Ballinger held his wife against the wall — by her throat — strangling her for asking what he had to drink. Luckily, for her, Ballinger is weak and she was able to escape and locked herself in a bedroom upstairs.

    Ballinger then followed his wife and proceeded to bang on the door. She said it was “like he was breaking the door.” After he stopped trying to break down the door, Ballinger’s wife then texted another member of the Fort Wayne Police Department about what happened.

    Police arrived at the home and talked with both Ballinger and his wife. Court documents show she had complaints of neck pain along with redness and abrasions to her neck.

    After the incident, and despite the evidence against him, Ballinger was given paid leave until he took a plea deal earlier this month.

    When he was originally charged in October, Ballinger pleaded not guilty to the charges of Strangulation and Domestic Battery related to the incident. However, on Feb. 11, he changed his plea to guilty. This was likely in exchange for the sweet “sentence” he received this week.

    As part of the plea deal, prosecutors agreed to drop the domestic battery charge in exchange for his agreement to plead guilty to one count of strangulation. Instead of going to jail, Ballinger received less than two years of unsupervised probation and a no-contact order with his estranged wife.

    Is this justice?

    To all the victims of domestic violence out there, this is a kick in the teeth. Authorities constantly tell victims to come forward and report their abuse, promising that justice will be carried out. However, time and again, like this case illustrates, the abusers receive little to no jail time.

    When the abuser has a badge and a gun, the probability of jail time goes down even further, despite the high rate of domestic violence in police officer families.

    Indeed, and as TFTP has reported at length, cops are some of the worst abusers.

    The fact is that police officers in the United States have an exceedingly higher rate of domestic violence than any other occupation. The average rate of domestic violence among most families in America is around 10%. As the National Center for Women and Policing points out, two studies have found that at least 40% of police officer families experience domestic violence. That is a four-fold increase.

    A simple Google search will illustrate how police officers are arrested for domestic violence on a near-weekly basis. It is also estimated that the incident rate for domestic violence is likely far higher than reported as many women stay silent out of fear of retaliation and the fact that their abuser’s brothers in blue will cover for them.

    As TFTP has previously noted, a report by a government-appointed watchdog group shows that most of the time, abusive officers who commit these crimes, do so with seeming impunity. Garza staying on paid vacation after his first arrest is a perfect example of why that is so.

    GREENVILLE COUNTY, S.C. —A now-former Greenville County Sheriff's Office deputy is facing charges.

    Ryan Gibson, 29, was charged Friday with third-degree assault and battery, misconduct and misconduct in office, according to arrest warrants.

    Gibson was booked in the Greenville County Detention on Friday.He was granted a $21,000 bond during a hearing Friday night.

    The South Carolina Law Enforcement Division said Gibson was arrested in connection with a July 25, 2020, incident where he injured and unlawfully arrested an individual.

    SLED said the Greenville County Sheriff's Office requested an investigation into Gibson.

    In the warrant for the assault and battery charge, it said Gibson "intentionally committed battery upon the victim by striking with his legs and hands."

    WYFF News 4 spoke to the individual who said he was the victim. His name is Benny Jones."

    It should be a wake-up call for the officers, to let them know that just because you wear that badge, you don't just control everything and you still have to be accountable as a person and about your job," Jones said.

    Radical New Bill Forces Cops to Carry Personal Liability Insurance, Ends Qualified Immunity

    Since the George Floyd protests began last May, they morphed into a much broader movement which began exposing a problem this country has suffered from for a long time. The system of law enforcement in this country has morphed into a militarized standing army, preying on the poor, and rife with corruption. Naturally, people are pissed and this anger is finally morphing into solutions.

    Unfortunately, much of the calls for change were washed away with the largely aimless “defund the police” campaign that provided lots of talking points but no tangible solutions. But the news is not all bad. Some lawmakers are moving forward with significant changes that will be magnitudes more effective than simply calling for “defunding the police.”

    To lower the likelihood of future chaos, America’s system of law enforcement needs this radical change. Instead of random chants, the discussion we should be having is how to fix this broken system. It is not difficult, it is based in logic and reason, and its effects would be significantly felt almost overnight.

    For nearly a decade, the Free Thought Project has been advocating for police officers to carry their own personal liability insurance like doctors. Now, it is finally catching on.

    A bill proposed in Utah, H.B. 367 would require cops to carry their own personal insurance which would place the burden of lawsuit on them — not the taxpayers.

    According to the bill:

    "A peace officer certified under this part shall, within 10 days after the first day of the peace officer’s employment as a peace officer, enter into a surety bond for the faithful and lawful performance of the peace officer’s duty.

    A bond described in Subsection (1)(a) shall be sufficient to satisfy the maximum statutory limitations on damages described in Title 63G, Chapter 7, Part 6, Legal Actions Under this Chapter – Procedures, Requirements, Damages, and Limitations on Judgments.

    If a person injured or damaged by the unlawful, negligent, or improper conduct of a peace officer while on duty is permitted by law to bring an action against the peace officer, the person may recover damages from the applicable bond or insurance policy required under this section."

    “We want to root out the bad apples, in other words,” said Rep. Brian King (D-Salt Lake City), the bill’s lead sponsor. “We want to balance the scales evenly to require accountability and personal responsibility from the police officers, while at the same time make it difficult for people to file frivolous lawsuits and get anywhere with that,” he said.

    The bill would have the departments pay for each officer’s insurance, which would be similar to that of malpractice insurance carried by doctors. If the cop violates a citizen’s rights, the policy would pay out.

    The bill goes further than insurance too. It revamps qualified immunity for police officers that defines “any” deprivation of rights — regardless of precedent — as a violation. It also specifically states that cops are required to step in and stop fellow cops if that cop is “using physical force that exceeds the degree of force permitted.”

    If they do not stop their fellow cop, they are also liable. These are the radical changes the system needs.

    As TFTP has reported, in New York City alone, a lawsuit is filed against the NYPD every 2.5 hours. This has cost the taxpayers of New York hundreds of millions of dollars over the years. This has to change.

    Police officers, even when found at fault for their abusive actions, are almost never held personally liable. It is the taxpayers who foot the bill. However, with bills like this one, all that can change overnight by requiring cops to carry their own insurance.

    Imagine, for a moment, the result of all police officers being held personally liable for their actions and forced to pay their victims. In nearly every other profession on the planet, if someone hurts someone else while on the job, they are held liable — personally. Why can’t cops carry personal liability insurance just like doctors?

    Naturally, cops are already resisting being held personally responsible. The Fraternal Order of Police in Utah, has begun a fear mongering campaign, stating that if this bill passes, there will be no more cops. The FOP posted the following statement on Facebook.

    "This bill was just introduced before the House.This could change the course if Law Enforcement forever.
    Want to see a mass exodus of Officers.
    Let this bill pass."

    Imagine being so afraid of accountability that you wouldn’t want to carry personal liability insurance.

    As instances of police brutality and police killings continue to be exposed, there is no doubt that the US is in dire need of reform. The simple requirement for police to be insured for personal liability is an easy fix — especially to remove repeat offenders from the force. Those who resist such logical measures simply don’t want to be held accountable.

    All too often, when a tragic death such as George Floyd occurs, later — as was the case with Derek Chauvin — we find out that the officer should have never been given a badge and a gun in the first place because of their past. However, insurance companies, who can’t fleece the taxpayers to pay for problem cops, would have to come out of pocket to pay for them and would make sure that these officers are uninsurable.

    If the officer becomes uninsurable, the officer becomes unhirable — simple as that.

    There are likely many cops out there right now who would be denied insurance coverage by any company, due to their track records. A requirement for personal liability insurance would, quite literally, weed out problem officers — almost overnight.

    Police Claimed Man Died in Crash But Video Shows They Beat Him to Death

    Monroe, LA — The family of Ronald Greene as well as the public at large were all told a story about this 49-year-old Louisiana man’s last moments alive. According to officials, Greene died after his car crashed into a “tree/shrub” just outside Monroe on May 10, 2019. However, they have since learned everything they were told was a lie after body camera video surfaced and painted an entirely different picture. Greene’s death was not a result of the crash and the department engaged in a coverup.

    According to police, Greene was targeted for a traffic stop for a unknown violation on that night. Before he could pull over, Greene wrecked his car. When we look at the photos of the car which were released by the family last year, it looks like a minor fender bender. Nevertheless, the Louisiana State Troopers claimed that Greene died in the wreck.

    Troopers made no mention of the use of force — or even arresting Greene — in the State Police crash report obtained by the AP but they did state in their notes that he was not wearing a seat belt in the crash.

    “We were told that he died in a high-speed chase of head injuries after crashing into a tree,” Greene’s mother, Mona Hardin, told the AP. “There was no major damage to the car.”

    But this was not true. Greene was alive and well after the crash and records released this week by the Associated Press tell the truth of what happened that night.

    According to the AP, the records are the first public acknowledgement by State Police that Greene was mistreated, and they confirm details provided last year by an attorney for Greene’s family who viewed graphic body camera footage of the May 2019 arrest and likened it the police killing of George Floyd. The video shows troopers choking and beating the man, repeatedly jolting him with stun guns and dragging him face-down across the pavement, the attorney told AP.

    Though this is the first public record released, as noted above, the family and their attorneys were able to watch the body camera video in October. What they witnessed was utterly shocking and horrifying.

    At one point, an officer is seen placing a foot on Greene “while another hogties him,” attorney Lee Merritt said. One trooper can be heard calling Greene a “stupid son of a b——,” Merritt said, while another cautions that “we shouldn’t tase him any more.”

    The violence was entirely uncalled for, according to the family’s attorneys, as Greene had immediately surrendered after the crash.

    “Ronald immediately surrendered at his first contact with law enforcement. When the vehicle stopped, he put his hands up and said, ‘I’m sorry,'” Merritt said. “His dying words were, ‘I’m sorry.'”

    One of the main culprits in the beating was Louisiana State Police Trooper Christopher Hollingsworth.

    The only portion of the video that was obtained by the media was a 27-second audio clip. The clip is essentially a confession from Hollingsworth in which he is heard telling a fellow cop, “I beat the ever-living f— out of” Greene and “he was spitting blood everywhere, and all of a sudden, he just went limp.”

    The photos of Greene’s body released by the family last year show what appear to be handcuff marks all over Greene’s face and head — as if he was beaten with cuffs like brass knuckles.

    After he was put on notice that he was under investigation last year, Hollingsworth died in a single car crash.

    This week, the AP reported Master Trooper Kory York also participated in the beating death of Greene. He was just suspended without pay. York was seen dragging Greene “on his stomach by the leg shackles” following the beating doled out by Hollingsworth, according to the report.

    Naturally, prosecutors claim that releasing the entire video would damage the case, saying it “would be detrimental for that video to be made public while it is in fact evidence that they are considering.”

    Governor John Bel Edwards agrees and says the rest of the video will not be released until the investigation is complete. Apparently it takes nearly two years to watch a video of troopers beating a man to death and to act on it.

    “While the video may fall within the exception of Louisiana’s public records law, it is imperative that in an effort of full transparency and public trust the video be released immediately,” the Louisiana Legislative Black Caucus said in a statement.

    The family has since filed a wrongful death lawsuit against the State Troopers and they will undoubtedly win.

    “It is now undisputed that Trooper York participated in the brutal assault that took Ronald Greene’s life,” said Mark Maguire, a Philadelphia civil rights attorney who represents Greene’s family. “This suspension is a start but it does not come close to the full transparency and accountability the family continues to seek.”
