I really don't like cops/ troopers w attitude like that
One thru me in County in 2016 for not wearing my seatbelt while moving in the mall parking lot...
Thou this does point out the glaring difficulties in enforcing federal law at a state level...the 2 really should be streamlined or left to the states

Another ignorant cop with an attitude that doesn't even know the laws he's trying to enforce. Either the cop lied or is not knowledgeable of this particular law and was educated after calling in, thus letting the driver go. The SCOTUS has ruled that it is legal for cops to lie in the course of their duties. Oddly enough, the first lie most cops tell is when they swear to honor their oath to uphold the law and protect the constitutional rights of citizens at graduation at the academy.
