First of all, lets distinguish the difference between a ball "Moving" and a ball "Oscillating".
Moved ball - A ball that relocates (Rolls) to a different spot than where it originally lie.
Oscillating ball - A ball that pivots in any direction, but never relocates (Rolls) to another spot.
To expand on oscillation - A ball lies on the fairway. If you were to press with the club head on the soft and fluffy grass directly behind the ball, you could cause the ball to pivot or "wiggle" while remaining firm on it's spot. The ball does not roll, it oscillates.
There is no confusion here for Tiger. He clearly knows the difference between a moved ball and a ball that has oscillated.
In the video, Tiger attempts to remove a loose impediment (A small twig). While doing so, his ball rolls to another spot from where it originally lie.
Tiger says nothing and plays his shot. Unknowingly, a spectator with some impressive zoom on his camera takes the video and shows the world what Tiger was up to.
BUSTED. Thought he could get away with it and then claims over and over again that it oscillated. LOL.
