b) it's genius comedy writing.
c) Julia proves she's a generational great comedian and actress because she sells the anger as she's throwing the hair piece out the window.

This is exactly why the GOAT (Larry David) says in public, that Julia Louis Dreyfus is his favorite to write for, and says Julia is the best he's ever worked with.
