~65% of the posting is in fact the guy in the video (the real and original jjgold), but the whole character was developed after SBR top dogs ran into jj sometime in 2004 or 2005. They took the original jj that everyone loved and spiced it up a bit with some better content and just more activity overall. Ever since then, the real jj has been paid to post and continue his crazy antics. No big deal for jj, business as usual except now he just has a few quotas to meet (post count, started threads, views, etc.)
However, the other ~35% of the time, it is various people (I think Loshak is one of them to be honest but nothing confirmed) posting as jjgold. These posts are usually well articulated/thought out but then spun through a "jj filter" of sorts to make sure nothing stands out.
By using jj's natural personality along with the supplemental posts, they are able to create a character which dictates the flow of the forums. If SBR needs to get a message out, they do so through jjgold's account. If they want to convey an opinion or swing some influence, they do it through jjgold.
None of this really matters because jj could still carry the act over in Vegas, no problem. If people gauged or persisted too much, he could easily throw on the crazy switch and get out of situations through comedic relief. The real problem is that jj is far too big of an asset to let run loose in Vegas, he would get picked on and perhaps assaulted.
The only way to have jj appear is to make it an event where he would be ushered in, make a funny speech, and be gone. He would need his own security cartel even just for a small appearance and SBR just doesn't want the hassle.
But of course, the lour of seeing thee JJGOLD is very attractive so every year, the rumours run rampant. He makes a big deal about the bash, trying to get to the bash, what to do at the bash, etc. Everyone believes he is going right up to the last minute until he ultimately bails.
It's happened for 7 years straight.
