Does the federal government have the right to

pass legislation to protect children if the parents will not. Newfoundland will pass laws that make it a crime to smoke in a car if a child under the age of 16,I believe, is present. If parents don't consider the safety of their children important should the government intervene because obviously no one else will.

    What is your take?
