Sanction are about more than trade. In fact it takes away VZ ability to trade with anyone. Buy shit with their own money, & flat out stealing the countries money. Its an act war to cause people to stave by taking away their ability to buy goods, & then try to give them aid that doesn't even come close to what they could have bought.
