well we will send them 1000 us army troops to spain to go door to door
and they will send us 15 spanish troops to go door to door.

Only Congress can pass laws, not Biden unilaterally. Executive orders have no enforcement capacity because they lack a penalty (for individuals). They work versus bars, say, because the Executive can take a liquor license. But no, the federal government cannot impede your ability to work or live life. So long as you don't work for a government agency.
The idea of a 'nationwide' mask mandate or lockdown has absolutely zero chance of occurring and to believe it does is simply fool hearted.
