Is Texas like Tennessee, where they are allowing the larger counties with their own health departments to make the calls on what opens in their area?

See, that's where you're wrong. Never forget what Mark Levine said weeks ago:

Mark Levine, chairman of the council's health committee, on Wednesday instructed those worried that mass gatherings would lead to an uptick in COVID-19 cases to "blame racism" instead of a lack of social distancing.
"Let's be clear about something: if there is a spike in coronavirus cases in the next two weeks, don't blame the protesters," Levine tweeted. "Blame racism."

Texas governor (republican) controls everything. He signed executive order weeks ago limiting what cities/counties can do. They cannot implement more stringent requirements than what the governor allows. The cities/counties can only recommend stuff (e.g. masks to be worn) but cannot require or implement any fines.

As Lakerboy points out, hospitalizations are through the roof in Houston, Dallas, San Antonio, Austin, Corpus christi. ICU's filling up. They stopped elective surgies in a number of cities due to hospitals filling up. Fortunately, deaths aren't pacing with new ICU patients (yet?). Seems as though the steroids, Remdisivor (?), and new treatment techniques are slowing down the death rate.

Data from Tx Dept of Health... kind of looks like exponential growth in hospitalizations.
    Hope it slows down soon.

We need to start setting police cars on fire, burn buldings down, throw rocks at cops, over take police departments

Florida just announced 9,000 new cases today. That's insane. That's a hot spot if I ever saw one. NBA better build a bubble inside that bubble.

As Texas finishes a second week of record hospitalizations, somelocal officials are eyeing convention centers and stadiums as potential overflow facilities, reviving efforts tabled earlier in the pandemic.

Texas, late to the party but about to become the New York of the south.
