Pennsylvania Gaming Control Board (PGCB) rolled out temporary regulations earlier this summer, but not a single operator has applied for a sports betting license. Potential gaming operators have not been shy about telling the state that it has made the prospect of doing business there all but impossible.

Pennsylvania’s law calls for a whopping $10 million application fee and a combined 36 percent taxrate (34 percent state plus 2 percent local). For comparison, that’s 100 times the initial licensure fee of $100,000 in both West Virginia and New Jersey. On the tax front, New Jersey has an 8.5 percent tax on sports wagering revenue at casinos and 13 percent for online wagering, and West Virginia will levy 10 percent on both. Nevada’s rate is 6.75 percent.

In addition, the PGCB on Wednesday officially began accepting applications from potential sports betting operators (for example, Paddy Power BetFair or FanDuel, which may run a sportsbook on behalf of a casino), manufacturers and suppliers of equipment or products that may be used in sports betting.


Operators, Manufacturer And Supplier License Applications For Sports Wagering To Be Accepted Beginning On July 11th

HARRISBURG, PA: The Pennsylvania Gaming Control Board announced it will begin accepting license applications on July 11, 2018 for Operators, Manufacturers and Suppliers relative to Sports Wagering. The applications are available on the PGCB’s web site, gamingcontrolboard.pa.gov, under its licensure section.


A Sports Wagering Operator is licensed by the Board to operate sports wagering, a mobile sports wagering system or an interactive sports wagering system, through the provision of an interactive gaming or sports wagering platform, on behalf of sports wagering certificate holder.


A Sports Wagering Manufacturer builds, rebuilds, fabricates, assembles, produces, programs, designs, sells, leases, offers or otherwise makes modifications to any authorized sports wagering device or associated equipment for use or operation in this Commonwealth for sports wagering purposes.


A Sports Wagering Supplier provides, distributes or services any authorized sports wagering device or associated equipment for use or operation in this Commonwealth for sports wagering purposes that is not otherwise required to be licensed as a sports wagering manufacturer or, provides risk management services or integrity services to a sports wagering certificate holder or sports wagering operator.

Yeah, we saw this in the Bill Tracker thread and it's been a hurdle to get Penn going without a doubt. Are they losing players to Jersey already?

Like Gold said, pretty quiet on all fronts and like papageorgio said, many states will wait until mid terms to attack the issue.

I don't think it's greed or bust. It might be, but I think it's more likely the state trying to high-ball their own offer just to see if they can get away with it, then the negotiating can begin later if it doesn't fly. By setting the anchor here though, they can more easily get what they want when the real talks begin.

KVB makes a good point on mid terms and West Virginia being close to legalizing and losing more potential revenue as they are already losing to New Jersey.

JJGold said a while ago, this would get in the way of Pennsylvania making any progress. Too expensive . Another good point.

I opened the link in the OP , read the article.
In their graphic of casinos, I noticed Pennsylvania has a lot of racetracks . I have bet all of them, from here in VEGAS .
Pocono is good night time harness. 20 cent lines
I bet Harrahs a lot before kickoffs on the weekends in the fall.
Parx is great when their is nothing to do on Monday morning. Across the street their are 3 guys that know that track and are pretty fun to follow .
Presque is good for mid afternoon when you are waiting for the games to start.
I never got into Penn Station for some reason, though.
