    Big payroll teams don't really need to build an entire team. Just pieces and then fill in free agency.

    The Cubs' problem hasn't been scouting, its been awful contracts.

    They've developed a few nice pieces from the minors... Shark, James Russell, etc.

    Over the last decade, the Cubs have won the 2nd most NL Central titles, only behind the Cardinals. It isn't as bleak as you think. They've been terrible since 2009 and finally changes have been made to correct it. But it isn't a quick fix.
