Rutgers down by 7 in the 3rd, I have noticed a few times when statfox has a power rating against the favored they have been right a good percent of the time.

Is Statfox saying that the handicap, based on their data analysis, should be Connecticut -9 rather than the +3.5 on offer at the books?
