But somewhere in the conversation I'm willing to wager the point was made to Carrier's parent company that the White House has a lot of influence in seeing that the $10 billion UT won in federal contracts this year (or whatever the actual number is) can get cut to $2 billion next year without much difficulty.

But doing it ad hoc before he takes office, before having a SoS, without notifying the administration or state department...just irresponsible.
