    Well I don't know the exact numbers, but

    The probability that 2 or more players are dealt pocket pairs (any) in a given hand (full table) - 1 in 3, 4, 5 hands (just guessing)?

    multiplied by the probabilty that these players will see the flop

    multiplied by the probabilty that the larger pocket pair will hit a set - this is 1 in 8

    multiplied by the probabilty the smaller pp doesn't hit a set - this is 7/8

    multiplied by the probabilty that the smaller pair continues in the hand after the flop

    multiplied by appx 1 in 1000 for runner runner.

    = not too high a probabilty, but not zero either, as you unfortunately experienced.
