    u cant sign a free agent to a contract if it puts the team over the cap
    i think u can only go over the cap with exceptions and resigning ur own players

    they need to be 14,15,16 million or watever it is under the cap to sign tyson chandler
    the only way to do it is if billups is waived + getting rid of turiaf's contract.

    lakers should sign him and keep the current core, lakers still have the MLE available right now, stop going after cp3 and tearing up the core
    the current squad just need some retooling, they still have one of the better frontcourt rotation in the league, they need some help in the point guard spot since fisher can't even guard anyone

    Chauncey Billups may retire from the NBA if, after being cut by the Knicks, he is claimed by a team not to his liking, ESPN.com reports. New York will reportedly use the amnesty clause to cut Billups in order to fit free agent Tyson Chandler under the salary cap.

    Under the amnesty provision, Billups $14.2 million salary would be discounted from the Knicks’ payroll for salary cap purposes. Once cut, he’d become a free agent.

    "I wouldn't be surprised if Chauncey retired rather than play for a team he wouldn't want to play for," Billups’ agent, Andy Miller, told the site. "He doesn't need the money, his kids are getting to an age where he wants to be an active participant, and he doesn't need the frustration and instability he's constantly dealing with. So he may choose not to play. ...

    "Chauncey's pissed off, but he's not pissed at the Knicks," Miller added. "He understands it's a business and they have to do what they have to do.

    "But he's in a very frustrated state of mind because this has happened to him twice now.” Miller, of course, is referring to last February’s trade that sent Billups from Denver, his hometown, to New York as part of the Carmelo Anthony deal.
