    Paf started out state run by the Finnish govt, they operated a monopoly on the cruise ships that go back and forth between aland islands and finland and other countries. They were part of that whole "responsible gambling" monopoly that govts operate in Europe - we have to offer some gambling, but only the state will offer it so its safe and we know customers are not taken advantage of - they went much more corporate a few years back, but their background is slots and lotteries (taxes on the stupid)...
