    agreed. if it can't go the minimum speed limit, don't need a license to drive it nor insurance, you deserve the repercussions of what happens if you get hit while operating one.

    I believe you are supposed to have a D/L to operate one, but it is not really enforced.

    Get a real motorcycle... mopeds are for grandmas and 15 year-olds with their drivers permit (at least that's all you used to need to drive some of them)
