Who puts up the money for a movie(green lantern)

Like lets say a movies budget is 100 million. And the Movie only takes in 70 million. Who loses here? The actors still get paid what they were guaranteed correct? Or is there pay incentive based and changes whether it reaches and or exceeds the budget? Who actually puts up the 100 million for the film? some investor or?

This jsut popped into my mind and i quickly googled it and didnt see much.

The film studio funds the movie. In the case of the Green Lantern, it's Warner Bros.

I have a hard time comprehending even wanting to sit in a movie like that.
