That would be the smart way to go.
If he "pays commission" with his risk and lays $529 he's putting nearly 6% extra risk on that game than the other. Is that justified? Not the end of the world, but in general it is better for business to keep control of your risk, and keep it flat each bet, so the bookie is the one with his risk flying around, not the bettor.
