There are only 16 states that require an "Excuse" to vote by mail. The other 34 states allow vote by mail for any reason with 5 of those vote by mail only.

The 16 states that requirer an "Excuse" are:
Alabama (solid red)
Arkansas (solid red)
Conecticut (solid blue)
Delaware (solid blue)
Indiana (solid red)
Kentucky (solid red)
Louisianna (solid red)
Massachusetts (solid blue)
Mississippi (solid red)
Missouri (solid red)
New York (solid blue)
Rhode Island (solid blue)
South Carolina (solid red)
Tennesee (solid red)
New Hampshire
Texas

The only states being mentioned as toss ups in this bunch are New Hampshire (4 elec votes) & Texas (38 elec votes).
Even in Texas you can vote by mail if you are over 65 OR tell them you will be out of the state on Nov 3rd. I can guarantee you there will be a record number of people from Texas that will tell the county election officials they will be out of the state just so they can vote by mail.


The only states that really matter are the swing states.
Wisc
Penn
Mich
Fla
Ariz
NC
Maybe Georgia, Ohio, and Iowa based on recent polls.

If Biden wins the first 3, its over (he leads by double digits in each according to FoxNews) and all of these states that are swing states, or potentially swing states, have easy "No Excuse" mail in voting.

Bottom line is, not being able to vote by mail will not effect the election results.
The only impact mail in voting may have is in Texas which is likely irrelevant because if its close in Texas, it will likely be a Biden blowout in almost all other swing states.
