This is pretty typical of what works best here, for offline.

We have this weird system of lots of local sporting clubs that get tax incentives to support local grass roots sports, which also gives them the right to operate slots and other gambling to raise money.

So there are thousands of clubs like this one local to me that have a sports bar plus multiple restaurants, gyms, massive kids play areas, sports fields to watch live games on site, slots and electronic table games, bands and shows etc. Basically a place the whole family can go that isn't just for male degens.

That's the style venue NJ regulators should be looking to find a way to license IMHO.
