Nonsense. In 2014 there were actual proposals and drafts to have a "fast lane" for content on the internet. ISPs wanted to charge companies fees to have their content or web sites preferred over others. Net neutrality laws were passed which put a stop to this. THAT's why you didn't see a difference. The net neutrality laws weren't passed just out of the blue in 2015.
