Not all tactics look smooth like in the movies. Shooter used suppresive fire to advance and cover as he cut the corner of pylon. The view from shooter to target is larger than that of where cop is standing. It's a trained tactic and not trying to arm chair QB P.O. but he should have got to one knee and at suspect or advanced into the fire. It takes balls when your pinned down.
