Lawyer here. She can't just simply "get a court order" to force any random dude to take a dna test. She needs to file a full-blown paternity complaint, claiming that she believes that so-and-so is the father and the circumstances that make that belief reasonable (i.e. the parties had a sexual relationship around the time of conception, blah blah), properly serve the guy with all the legal paperwork, and then the court can order a dna test at the request of either party.
