A lot of their little shops are actually fronts for prostitution, drugs, human trafficking and financial scams. Hardly any of them pay taxes and most of their cash comes from the hot property speculation in china that is soon to crash (google "chinese ghost cities").
The casino/asian thing is a way to launder money i'm guessing.
